Nacida en Hamburgo en 1954, creció en la RDA, donde estudió física y se doctoró, y fue elegida diputada al Bundestag alemán en 1990. Fue ministra Federal de la Mujer y la Juventud de 1991 a 1994, ministra Federal de Medio Ambiente, Protección de la Naturaleza y Seguridad Nuclear de 1994 a 1998 y presidenta de la Unión Cristianodemócrata de Alemania de 2000 a 2018.
